What changes is how many labels fit on each sheet. That's the "per sheet" number on every size. A smaller label fits more per sheet, so your cost per label drops.

You order sheets, not single labels. Pick 1,000 sheets of a size that fits 20 per sheet and you receive about 20,000 labels.
